Gov Liaison Officer

JOB PURPOSE

The role holder will be instrumental in liaising between school management and government organizations on various aspects of school operations. This position is vital for fostering administrative and operational cooperation with government entities, addressing school-related challenges, and strengthening collaborative relationships built on mutual understanding. The role encompasses administrative support across all functions of school management, carried out in close collaboration with the Head of School, the Executive team, the SMOE teacher liaison, non-academic departments, and external stakeholders. Professional expertise in organizational operations, school administration, government relations, and compliance with educational laws and regulations is essential.  

KEY RESPONSIBILITIES

Government & Stakeholder Relations

  • Liaise and collaborate with government authorities and regional organizations to facilitate meaningful cooperation, ensuring the school’s response to their directives aligns with its priorities.
  • Build and maintain strong relationships with government entities and key stakeholders to promote collaboration and institutional support.
  • Act as the primary liaison with government authorities during crisis situations, emergencies, or critical incidents affecting school operations.


Policy, Strategy & Administration

  • Develop and implement school policies and practices in collaboration with the management team and relevant school functions.
  • Support the design and delivery of management priorities and organizational strategies in line with the school’s business plans.
  • Work closely with the Executive team to address stakeholder needs and support day-to-day administration.
  • Keep the school management team regularly informed of significant school affairs.


Compliance & Legal

  • Conduct legal reviews of school administrative matters, official documents, mutual agreements, and contracts arising from departmental operational needs, and provide appropriate advice.
  • Monitor changes in local laws, regulations, and government policies, and assess their operational impact on the school.
  • Identify potential regulatory and operational risks, and escalate key issues to school management with mitigation recommendations.
  • Ensure all school documentation including licenses, permits, approvals, and accreditations is maintained in compliance with local laws, in coordination with relevant authorities.
  • Support relevant school functions to ensure the security, health, hygiene, and environmental safety of stakeholders in compliance with local laws and school policies.


Government Reporting & Audits

  • Respond to and coordinate government operational audits in a timely and organized manner.
  • Ensure timely and accurate preparation and submission of official reports, documents, and compliance filings to government bodies, in close collaboration with relevant school administrative functions.


Interaction and People Focus

  • Demonstrate excellent interpersonal skills in engaging with key school stakeholders, staff, and the broader school community
  • Build and maintain strong networks and working relationships with school stakeholders, including the school community
  • Develop strong working relationships with government authorities, including the Seoul Metropolitan Office of Education and the Seoul Metropolitan Government
  • Coordinate with the school’s executive and management teams to respond to government inquiries, guidance, and requests, serving as the primary liaison between the school and government organizations
  • Communicate effectively with government organizations on behalf of the school, and proactively resolve issues as they arise


Qualifications & Experience

    • A minimum of 10 years of professional experience in organizational administration or a related field
    • Extensive knowledge of and experience in compliance with Korean laws and regulations governing organizational operations
    • Experience in the education sector is preferred
    • Experience in an international or multinational working environment is essential
    • Full professional proficiency in both Korean and English, spoken and written, is required
    • Start date: August 1, 2026
